A 20-year employee with the state Department of Ecology has won a $700,000 race discrimination claim. Randy Davis, of University Place, has worked for the DOE as an environmental planner. Despite efforts to be promoted, he was not. After several court proceedings, the state agreed to pay $700,000 to settle the race and retaliation claims. Davis is black.
